Hello, Elm!

The random number below is a proof-of-concept that I can generate and embed an
`Elm <https://elm-lang.org/>`_ app within this `Sphinx
<https://www.sphinx-doc.org/en/master/>`_ site. Everything is hermetically
built with Bazel.
